  • Before 2022 - Historic Notes Summary

    The goal of this article is to provide insights into the histories of various community associations. Understanding our history is crucial in comprehending our present situation. This piece compiles and presents historical notes for your information. However, please note that we do not guarantee the accuracy of this information. It is intended for informal use only and should not be relied upon for making significant decisions. Expert review is recommended for such purposes. Below is a year by year summary of what seems relevant and worthy of consideration: While there is one saved document from 1964, there is then a leap to 1973 and then there are some missing years going forward.  I’ve asked Merrie to forward the missing years if she has them, but this still provides a good overview. 1964 Of special interest is the fact that AR Kelsey is the noted as President of the Dixie Shores Association on this document.  He is also the person noted as President on the Dixie Shores Realty Corporation documents (the entity that the Dixie Shores Corporation deeded the right of ways to.  It appears that DSA may have been created as a “committee” of DSRC.  Just my thoughts.  AR Kelsey pays dues until 1986 and then disappears.  This is also when the tax deeds start going out, so I would assume this person passed then. Looks like roughly 60 owners participating at this point They established three committees: Committee on Roads – discussing whether or not to allow state to pave roads, voted against because they felt it would make their roads “public”. Sanitation & Water – discussing violations of “cottages” not have septic tanks or water and that those neighbors would be reported to the Health Department of Troy. Building Committee – 55 “cottages” in development and they voted to allow mobile homes that are permanently attached. 1972 (no minutes, just financials) 50 owners participating 1973 (no minutes, just financials) Bank is Wachovia Bank and Trust Mostly just an accounting of dues received and bills paid – grass cutting, road grading, clean up labor and misc office supplies 37 owners participating 1974 (no minutes, just financials) Expenses the same and pier is built 59 owners participating 1975 (no minutes, just financials) Moved bank account to Greensboro National Bank Expenses remain the same Roughly 63 owners participating 1976 Expenses remain the same Roughly 52 owners participating 1977 Expenses remain the same, and a donation to the Badin Lake Voluntary Fire Department is now included Hard to tell from document but it appears roughly 40 owners participating 1978 Expenses remain the same but a PO Box and stamps are added and President is being compensated for travel Signage is being installed – not clear on where/what There are some notes stating they need to get a map from AR Kelsey, get a directory from the county clerk, and want lot numbers put on corners of properties. 1979 Expenses remain the same Scraping roads to bring them up to state specifications. Pier repair Again, hard to tell from document but it appears roughly 35 owners participating 1981 Discussing signage and where to put it Entrance road has now been paved Speed limit signs of 35mph installed Neighborhood watch signs requested Putting together a list of homes that can be rented.  At this time only part time living was authorized in the neighborhood. (?) It’s clear they are keeping roads maintained as well as dock area with gravel and grading 1982 Expenses now include an annual $75 to the beauticians lodge to meet there Watch signs are installed Looks like roughly 60 owners participating 1983 Dock signs installed – unclear on what they are 1984 Pier extended to 20’ Pier light is installed Expense for lights through Randolph now showing Notes 121 owners participating 1985 Road work Pier repairs Notes 113 owners participating 1986 First decals sent out to owners to identify people at dock Trying to pave Skyline and discuss having to meet minimum requirements of homes on road Looking for bank where there are no fees and can possibly obtain interest Discussion of installing a 6 slip pier 1987 Signage on 109 was removed by NCDOT as it was installed in ROW Talking to county about dog control – leash law, or possibly having animal control drive the neighborhood to pick up animals Discussing building new pier as the current one is hazardous There is a Watch Committee reporting on break ins There is a Roads Committee overseeing the paving of Skyline Request for more speed limit signs throughout neighborhood Received estimate of $4000 for 6 slip pier First discussion of owners not paying dues and the possibility of raising the dues Replacing dock ramp – 6’x50’ Anonymous letter received citing concern over deed restrictions, changing meeting dates, and mailing the financials after every meeting.  They voted to keep meetings at same time and a financial report would be sent the end of every year. 1988 Need 35-45 residents on Skyline to get it paved Guidelines for full time living in neighborhood have been implemented by the state. (?) New regulations for septic systems put in place by state Protesting new pier regulations in regard to safety and finances Approval of sewage line given to Mr. Hasen going through one of the ROW’s. Discussion of how to get new owners to pay dues and get more people involved at meetings Property taxes increased and they discuss that this is a good thing Discussion of charging for dock use to the public; having someone on duty to collect money Discussion of off duty security officer to patrol area Pier Fund created – 55 owners contributed States 300 are paying dues – discussing that all 500 need to pay.  I would assume this is actual lots as opposed to unique ownerships as the financials report 111 members have paid. 1989 Reiteration that dock is only open to DS residents with decals – not for public use Forward movement with getting Skyline paved – was approved by NCDOT Side roads needed to be scraped and graveled, but funds not available Discussion that lot owners of side roads should pay dues since those roads are being maintained Mr. Hanson given permission to run 150’ sewer line from Lot 49A to 362.  This is going beneath Skyline Rd to the lot located at Shoreline Rd and N Shoreline Dr. Doesn’t mention permitting. Decals for dock access passed out to owners – agreed there would be no restrictions on how they were distributed New signs in two places – not noted where Building restrictions are based on county requirements Noted 107 members paid dues 1990 Skyline will be paved in 1991 Discussion of parking problems at dock.  Public is parking there to fish and it’s preventing lot owners from accessing area; agree to place warning stickers on these vehicles President goes to County Court House and County Attorney to address a home being built outside of original deed restrictions Discussion about something Badin Lake Realty is doing and that property owners are encouraged to keep their properties 20 people present at meeting Noted 137 members paid dues 1991 Pier fee is discussed and President cites that DS has had the fee waived Road maintenance completed; discussed paving side roads but funds are not available Discussion that further maintenance in the community can only occur if dues are raised Discussion of more social functions for neighbors All committees report: Watch – some neighbors report damage, call Sheriff; Social – neighbors don’t want to get together on holidays, maybe June or August; Road – Skyline in queue to be paved Noted 115 members paid dues 1992 Everyone encouraged to support Badin Lake Fire Department financially Voted to increase annual dues in 1993 - $25 for improved, $10 for unimproved Start to canvas neighborhood with house to house visits encouraging owners to participate Paying Ms. Brown $40 for secretarial services – not sure what this is 1993 Minutes for only one meeting - concerns expressed are low water flow on Pine, installing a trailer on Dogwood and work on the pier. 1994 Yadkin, Inc is now charging DSA $20 for pier Side roads and dock area continue to be maintained First discussions of the condition of some properties.  Burnt down, dilapidated or abandoned.  Request for formal report so they can report to the state for health and safety reasons. Repairs needed at dock, but water too high. Yadkin, Inc sent permit for dock area Beautification Committee established: want to build prominent signage and add flowers Sending out survey to see what the neighbors would like to do in the way of recreational activities It is noted that there are 600 members (I’m assuming now owned lots) and that better participation would allow the association to do more It is asked if DSA can sell its lots.  President stated, per the original agreement, the association properties could not be sold.  Discussed whether it could be leased. This brought up further discussion on whether there could be improvements made on these lots, which led to the questioning of who had the original bylaws.  It was suggested that Mr. Kenneth Lee, Mr. GW Roland, Mr. Julius or Mr. John Mitchell may have them.  They acknowledge that some lots were originally zoned commercial (which is true) and they wanted to know where those lots were. First association directory listing is proposed – cost to have one $2 1995 Determined that letters would be sent to the state in regards to undesirable properties Suggested letters be sent to owners to upkeep their properties Pier permit renewed Minor repairs on ramp would be completed Repetitive concerns: upkeep of side roads, improve dock area, Pine St, reinforce concrete ramp Request for volunteers to create a ByLaws Committee History of DS discussed Accounts moved to Mutual Community Savings Bank Many concerned about collection of dues, President articulates that DSA has no authority for such action (to enforce collection) Noted 137 members paid dues 1996 It is reported that all lots that had conditions not in keeping with the DS deed restrictions be reported.  This info would be collected and submitted to Phil Henley (I think he was a county inspector) for condemnation proceedings.  States it will be a lengthy process, but cleanup is necessary. Approval for side roads to be paved and dock afterwards, if financially able Dorothy Joyner, President of Beauticians Lodge wants to purchase “church lot” across from them to utilize for parking.  President reiterates that DSA has no authority to sell the common (ROW) lots, but that the Beauticians Lodge could clear it off for parking. (How did this lot get sold?) More discussion about appearance of neighborhood and the run down properties.  It is advised that owners contact the County Health Department to address or write letters to appropriate agencies Noted 120 members paid dues 1997 No committee reports Suggested concept of a “300 Club” to peak interest in participation Discussing decal sticker again to identify owners Growing and repetitive concern about lack of care of some properties and the lack of participation in paying dues Discuss going door to door again, putting signs up a few weeks in advance of meetings, having a Dixie Shores Day (not on a holiday) Mr. Curtis is going to formulate a plan to organize clearing of properties Beautification Committee appears to be stalling No reports from other committees as well Pinehaven is closing their marina Noted 194 members paid dues 1998 Beautification Committee is disbanded for lack of activity and volunteers Signs to be installed several days prior to meeting dates Mr. and Mrs. Walden were to represent DSA to the Montgomery County Health Department regarding repairs and removal of undesirable structures located in neighborhood. Meeting was held and letters were to be sent to owners who had such lots.  After owners were notified they would have 14 days to respond.  It appears it was a 2 year process. Discussion of new entrance signage needed on Blaine Rd Discussion of setting a date to clean “areas” – not clear on what/where these areas were Sewer coming - $1500 to be paid in advance Noted 123 members paid dues 1999 Now a Sign Committee is in place – received bid for red brick signage and it was passed to move forward.  Discussion on whether more than one bid was received.  Everyone is busy and it was brought up that this has been going on since 1968.  Signage was needed.  It is stated that in the future bushes and flowers will be installed around the signage. Discussion of continuing public use of dock and that people ignore the “no trespassing” signs.  Vehicles used to tow boats are causing damage to dock area.  Sometimes there is so much public use that owners can’t access the dock themselves.  Possible solutions are provided: Gate at boat ramp 18’ gate at entrances to boat dock Boat launch secured with posts and heavy cable along the road front with gate for entrance 30’ fence with gate across road front Spring loaded fence Further discussion about how to enforce and what the liability issues would be. Past President Carlson reiterated that DSA has common areas but does not own them.  It is the guardian.  It is shared that ropes and keys have been used in the past, but they were just pulled up. Continued discussion about run down homes and properties that need to be cleaned up. Pictures were taken and sent to County who had sent out letters to owners. It was shared the County would file a lien on properties that were not compliant. It’s suggested that a newsletter be started to keep all neighbors updated since not everyone attends the meetings Decals for dock provided when dues were paid 134 members have paid There’s a question that comes up about parking on the easement (hillside) for lake front property owners.  It is stated that this is private property cited under Rights of Way Lake Forest Badin Lake Corporation. (?) 2000 (no minutes, only financials) 145 members paying for 217 lots 2001 Still discussing condition of neighborhood and asking for all abandoned trailers or campers to be reported. Suggestion of taking pictures of homes, junk or properties and send in to appropriate authorities asking for enforced cleanup.  Called eyesores and a health hazard.  Fifteen properties identified. Still discussing how to secure dock area to prevent public use Decals still being used, but not deterring the public Putting warning notices under windshields of vehicles or speaking to people personally Suggestion for steel post with each neighbor being given a key Discussion about replacing the pier Address numbers have to be displayed for 911 services Funds for Boat Ramp and Signage have been created Beauticians Lodge ups rent to $25/meeting and $50/meeting if the HVAC is used; can no longer ensure Saturday availability; will not provide keys to DSA Discussion of speaking with NCDOT to remove limbs from drainage ditches; owners are asked to remove them Discussion of speed signs to be installed. Signage for dock area installed – this was the large white warning sign Surveys have to be completed before road repair can be done on side roads to maintain integrity with property lines Cove clean up is scheduled, but it’s unclear on what this is Discussion about “special grants” given to those who don’t live in Dixie Shores to use the dock area.  This was given to people who live close by.  It is tabled for future discussion.  At a later meeting it is discussed whether people who live on Charlotte should be given access to the dock.  It’s tabled again. Getting estimates on electric gate for dock Alcoa has notified DSA that liability insurance will be required in 2008 and quotes are being obtained to start proactively planning Accepting not just dues, but owners can contribute to specific projects if they prefer Bylaws are brought back up for discussion again. Signage was vandalized and had been repaired. 100 members paid dues Looking for an attorney to represent the association if there was ever a problem.  Doesn’t note why this has come up or what they’re referencing. 2009 Apparently Handy started sewer project in 2001 and has been inundated with problems.  Connect is now $7500 and it takes 18 months for installation.  Hardship offer available. Installation will begin in July. Continued conversation about the dock area being accessed by the public and the challenges it creates.  Revisited all the old proposals of options to secure the dock area. Pamela Carlson states she will review all suggestions and provide designs and costs at September meeting. At that meeting it is just discussed again and tabled until the next meeting in April of 2010. Discussion about the DS history.  Arthur Crews stated that it was started by Dixie Shores Corporation which was closed down in 1959. Noted that there needs to be more than one signatory on the association checking account It is suggested that a website be created and that an email address be used for communication.  dixieshoresnc@aol.com is created. Discussion about Church Rd being torn up from construction equipment.  Talk about putting up some kind of barrier. Discuss fundraiser to bring additional revenue to the association.  Suggestion of a 50/50 Lottery. DSA purchased picnic tables for one of the lots in 2003.  Apparently a lot was cleared off and these were set up. Liability insurance is $4400 109 members paid dues and Treasurer is now personally covering bills. 2018 It is proposed that membership dues notices go out in December with a due date of February 15th.  Stated they would go out in January. Decals are no longer being used because of cost. Treasurer has advanced $1,789.49 and wants to be reimbursed.  It is agreed, but not motioned or passed. REPORTS OF OFFICERS The DSA merge into DSCA was reviewed by Rose Hammer Discussed the resolution of ownership of the common areas Dixie Shores Realty never transferred ownership to Dixie Shores Association (DSA) Old meeting minutes from the DSA appears to acknowledge the DSA was a management association but not an owners association Steve Vining, attorney, assisted in getting the courts and State of NC to recognize DSA as owners of the common areas. The merge was needed to remove confusion and clearly recognize Dixie Shores Community Association (DSCA) as the owner of the common areas moving forward. DSCA Bylaws Rose announced that the new DSCA Bylaws were completed, approved and are included in the packet handed out to all members present. Robert's Rules of Order Rose Hammer covered the meeting rules of engagement with the audience Rose announced the official Board of Directors change over DSA members stepping down DSCA members taking over The meeting was passed over to Amber Garlatz, DSCA President Amber announced the existence of a new mailing address for DSCA and the location of the mailbox at 264 N Shoreline Drive which is also the address of the Dixie Shores Pier Amber reviewed the current Membership situation Talked about our current membership We have ~280 property owners of ~530 lots Today we have ~110 paying members Financials Rose reviewed the balance sheet included in the packet At this point, we are short of required expenses to operate the neighborhood by ~$2,000. We have an annual budget on the order of $6,400 We need at least 55-60 more to meet our current operational expenses Rose noted that if we get all ~280 property owners to contribute $40/year we will have about a $5,000/year surplus. V. REPORTS OF COMMITTEES Dock Fund Committee Dock Committee Presentation by Jonathan Leonard Jonathan presented the dock repair project and the committee. The Dock Committee: Jonathan Leonard - Chairman Jim Andrews Jay Pridgen Jackie Blackmon Presented the 16’ x 16’ donated aluminum floating dock and gangway We were able to sell the  gangway and 6/8 floaters for $2,000 Shared the creation and approval of engineering drawings We have permit from both Cube and Montgomery County We have six months timeline to first inspection from permit approval In order to replace the entire 6’ x 48’ pier decking, the construction of a third 8’ x 16’ aluminum section and purchase of necessary aluminum planks was required. Financials At this point the Dock Fund is in the hole ~$224 for committed materials and labor.. To finish the project we need another ~$7,635. VI. UNFINISHED BUSINESS (IF ANY) None discussed VII. NEW BUSINESS We need Volunteers to continue to drive change DSCA Board Secretary - Amber solicited candidates for becoming the DSCA Secretary Susan Blackmon volunteered and was accepted by those present. Road Fund Committee Chair - Amber solicited candidates for leading the road assessment and fund. DSCA Website Admin - DixieShores.org Need to be both a landowner and have paid your annual dues to gain access to the site and get access to all the documentation. Divide and Conquer - Talked about the divide and conquer idea. Identify 10–15 people to swarm their nearby neighbors to make them aware of the work we are doing and to convince them to participate. Dock Access Discussion Vehicle/Trailer Identification Amber discussed getting two (2) stickers per car. Amber noted that ALL property owners can use the pier regardless of a paid membership to the DSCA. Amber discussed the idea of Dock Cops to monitor vehicles and boats at the dock Reasonable level of interest from the audience present to restrict non-property owners from accessing our Dock Enforcement options 911 – Trespassing We can call the Montgomery County Sheriff now that we own the property Verbal warnings or affixing flyers to automobiles as a warning Towing - Tow companies will not tow due to distance and trailers Boots - requires a owner to boot, collect fees and remove the boot Barnacle - Device that affixes to the automobile window and allows the collection of the fine, and removal of the device remotely.   • January 2023 Email Update

    Hello everyone! We have lots of good news and this will be lengthy, so please read through everything! We do have more neighbors who have joined the mailing list, so there is a little bit of recap to get them up to speed. LEGAL UPDATE From all the information and research submitted to Steve (attorney) he was able to put together an overview that was significant enough to support the activities of Dixie Shores Association going back the needed 20 years.  The court document has been completed and is being filed this week. This is to have our common areas deeded to the association so we have ownership of them as we have not been able to locate the current owners. This allows us to legally have control and authority over them for maintenance, future projects, and to keep the dock area private for our neighborhood. Steve provided the following to help clarify the time frame we’re looking at: File complaint Service by publication (4-5 weeks) Forty days after last publication for defendants to respond File affidavit of service by publication (ten days) Motion for entry of default judgement (thirty days) Unclear if court will require hearing on entry of default (thirty days?) So, assuming everything goes according to schedule, we should be done around June. This could slip a bit, depending on whether the Court requires a hearing and, if so, available hearing dates. We raised $10,000 as a retainer for Steve, and as of this email we have been billed $3,050 – so we have a balance of $6,950 at this time. BOARDS Based on the information above we’ll keep operating as Dixie Shores Association to maintain integrity until this is completed.  Once done, we’ll be able to merge Dixie Shores Association with Dixie Shores Community Association, Inc so that we are a registered nonprofit with the North Carolina’s Secretary of State’s office.  To recap the board members, they were voted in as follows: Dixie Shores Association President – Rose Hammer Vice President – Karen Nash Secretary – Merrie Foster Treasurer – Paul Foster Dixie Shores Community Association President – Amber Colburn Vice President – Dawn Morton Secretary – Chris Heivly Treasurer – Keith Textor A board for each entity is in place as they both have different roles to play at this time.  The Dixie Shores Association board is working with Steve through the legal process and assuring that we keep operating effectively to maintain our neighborhood.  The Dixie Shores Community Association board is putting in place the necessary operational structures and protocols needed for our new entity so that the merging of the two is seamless and we can keep right on going when it’s all done.  When we merge, the DSA board will step down and the DSCA board will take over. ROADS We had discovered last year that all roads in the Dixie Shores neighborhood are public roads and that once a minimum amount of residency is along each road, NCDOT will come in and maintain the roads.  These roads include Dogwood Place, Oak Drive, Cedar Road, Hickory Drive, Pine Lane, and Church Road. Right now, Dogwood Place is the only one that qualified with the residency and the paperwork has been submitted for NCDOT to approve.  They will come out and assess the road and then provide an overview of what they will do and when it will be scheduled.  Initially they will grade and gravel, but we will also be placed on a list to have them paved….albeit, that will be 10-20 years out as they have a queue of over 7,000 roads to be paved at this time. But this is good news for all of us as we now know there is a way to improve our side roads in the future without a cost to the neighborhood. BUDGET Attached you will find a copy of the 2023 Operating Budget for Dixie Shores Association.  Transparency and accountability are important for the association to provide and it gives all of us a better understanding of the costs associated with our neighborhood – whether they be fixed or discretionary – and how we can cover those costs.  Going forward this information will only be provided to members of the association, but because of the transition we’re going through, we felt it important that anyone who has ownership in Dixie Shores be provided a copy at this time. The budget is showing what we are projecting in membership fees and fundraisers to generate income.  How this number is derived will be explained in the Membership paragraph below.  The expenses shown cover the costs of our dock permit/fees, insurance, minimal lot maintenance and administrative costs.  No large repairs or maintenance items are reflected in the budget as those are topics of discussion for the Membership of Dixie Shores Association.  What the budget reflects is that if we have full participation of all ownership in Dixie Shores, we will cover our expenses and have $4,800 left over to put towards improvements! MEMBERSHIP – PLEASE READ AS WE’RE MAKING CHANGES!! Since we have established that we are not an HOA, nor ever can be, we are put in the position of understanding that our coming together as a neighborhood is not a requirement, but a privilege. Whereas other neighborhoods are forced to comply, we have the opportunity to work together and decide for ourselves what is most beneficial to all of us to improve and protect our neighborhood. To that end, the approach for the association needs to be revitalized. We have determined that while there are 617 lots, there are roughly 289 unique ownerships in the Dixie Shores neighborhood. This means most owners own more than one lot.  In 2022, 121 of those owners paid “dues”.  This equates to roughly 41% of the ownership in Dixie Shores. Based on our wanting to involve more neighbors, we are setting a goal of getting 80% of the ownership participating in 2023.  That would be 231 owners.  If we can hit 100% even better!  But we need to be realistic.  To make this obtainable for everyone and to encourage as much participation as possible, we have decided to change the approach to the “dues” that have been collected over the years.  Instead of paying dues per lot, we are going to change it to a Membership Fee per ownership.  An ownership can be a single individual, a married couple, multiple people, a trust, a business, etc.  The ownership itself is a single entity. Paying the annual Membership Fee will provide the following: Ownership will become a member of the association. Ownership may attend association meetings. Ownership will be a voting member of the association. Ownership will have access to the association website for communications, updates, events, and payments. For 2023 the Membership Fee is $40 per ownership.  It does not matter how many lots the ownership owns, they are only paying ONE annual Membership Fee to be a member of the Dixie Shores Association.  The goal is to get EVERY ownership participating and this approach simplifies the process and $40 is realistic for all of us. This is also what is captured in the 2023 budget for income.  The $11,560 shown would be if all 289 ownerships paid the $40 Membership Fee.  Even if only 80% of the ownerships paid (which is our goal – 231 owners), it would equate to $9,240, which is still sufficient to cover all the expenses and have some left over to improve the neighborhood.  That should be motivation for all of us! So, no more paying by lot(s).  The ownership of property in Dixie Shores, no matter how many lots they own or how many people are a part of the ownership, has the right to join the association by paying the $40 annual Membership Fee.  Going forward we will want the Membership Fees paid by January 15th of each new year, but we’re still making our way through this so if everyone will pay the fee by February 15th, that will get us rolling. FUNDS To supplement the Membership Fee and for those that want to contribute more financially to the Dixie Shores Association, we are setting up two funds.  One is a Dock Fund and the other is a Road Fund.  These monies will be designated specifically for repairs and maintenance to these areas and will not be used for anything else.  This allows owners to financially support what is important to them, knowing that those monies are going specifically to those areas.  When you send in your monies, if you are including more than the $40 Membership Fee, please let us know what fund you want the additional monies put into – and if both, how much in each one. For both Membership Fee and additional monies being contributed to either the Dock Fund or the Road Fund, you can send them to one of the following: Send them to Dixie Shores Association c/o Paul Foster, PO Box 4393, Greensboro, NC  27404 Send them to Dixie Shores Association c/o Rose Hammer, 291 N Shoreline Dr, New London, NC  28127. If you’re at the lake you can also drop them in Rose’s mailbox.  It is locked and secured. Just make sure to drop it in like mail and don’t leave it on the ledge where they pick up the mail! We are setting up a way to pay on the website, but this will not be active until we have merged the entities and are operating under a registered entity with an EIN.  Because we are documenting the Membership, you will be provided confirmation when your payment is received.  You will also get a prompt to sign up to access the website. If you don’t receive a confirmation in a timely manner, reach out to us so we can figure out what’s going on. Also, when sending in your monies, please include the following so we can continue to clean up the data: Name of legal ownership Lot numbers of lot(s) that are owned Physical address(es) of property in Dixie Shores if you have one Email address(es) of all individuals in ownership that want to be included in correspondences.  If you prefer to be communicated with by mail, please note that and include the mailing address(es) you want us to use. Emergency contact – name and phone number FUND COMMITTEES We need to form two committees to manage the funds.  Each committee will be responsible for determining what is needed in each area, prioritizing needed repairs or maintenance, getting bids, and reporting back to the membership.  If you would be interested in joining either the Dock Fund Committee or the Road Fund Committee, please let me know! Obviously, you will have to be a Member of the Dixie Shores Association to be on a committee. We would like to have these in place by our first meeting in April. WEBSITE While it is still a work in progress, we do have a live website!  www.dixieshores.org  This site will be accessible ONLY by Members of the Dixie Shores Association.  The public or owners that have not paid the Membership Fee cannot view anything other than the landing page.  You must be logged in to see and/or access anything.  Once the Membership Fee has been paid, you will be able to sign up and be approved for access.  This will be a great place for us to discuss our neighborhood, communicate, share information, store documents, meet neighbors, plan events and meetings, have committee updates, sell items, etc.  Eventually, you’ll also be able to renew your annual Membership Fee on there and contribute to the separate funds. ASSOCIATION MEETINGS Because of the changes noted above, going forward all DSA meetings will be for the Members of Dixie Shores Association only.  We will have a roster of paid memberships for those Members to sign off on to gain entry to the meeting.  If an ownership has not yet paid and would like to pay the $40 at the meeting to gain entry, we will be happy to accommodate that.  It will have to be cash though as we will have no means to process anything else at this time.  We trust everyone will understand and respect this so we can maintain the integrity of the association and the membership.   • July 2023 Meeting Notes

    Hi neighbors! Hope everyone is enjoying the sunshine and gearing up for a fun holiday weekend with friends and family! My initial thought was to not have the July meeting this year but was overruled by the other board members. (I'm smiling as I say that!) So while this is late notice, we will have a very short meeting this Saturday, July 1st, at 11am.  The Beauticians Lodge is not available as they had no one available to open it, so we'll hold the meeting outside.  (FYI, apple cider vinegar is great at warding off mosquitoes!  Just put it on like you would lotion.) We'll try to keep it under 30 minutes - will give a quick update, provide opportunity for questions, and allow more neighbors to join the association by paying the Membership Fee of $40. and/or contribute to either the Dock Fund or Road Fund. For those that can't make the meeting, I'm also providing the update below: Legal The Default Judgement has been filed and we're waiting on the courts response.  If they give us a thumbs up, we're done; but if they require a hearing, it will be August or later before our date is set.  As soon as we hear from the courts, you'll be the first to know!  We have $2,712.41 left in a legal retainer. Dock Thanks to Lisa Neal who responded to the last email that went out about needing an engineer!  She referred us to one, and Jonathan Leonard and the engineer are currently tweaking the plans for submission.  The connection saved the association over $1000K - thanks again Lisa!  Hopefully the plans will be in by next week for permit approval from the county and we'll be on our way to a new pier. Remember that we have floaters 36x48x16 ($50 each) and a 20' gangway and hardware ($2,500) for sale. These funds will go into the Dock Fund to help with the building of the new pier. Finances We currently have $6,593.99 in our account.  $3,258.00 of that is the Dock Fund and $155.00 of it is the Road Fund, leaving $3,180.99 in operational funds.  Our required Dock/Association insurance is due in July and the cost is $2,700.00. This means we have 480.99 left over to operate with.  Our electric bills are $40 per month, which equates to $240.00, leaving only another $240 to cover any additional expenses for the rest of the year.  It appears we will have to cancel maintenance of the dock area and our signage area on Blaine Rd unless someone would like to step up and take over it in a volunteer capacity.  We will also close the PO Box, and mail outs of information will no longer be an option (the cost of printing, paper, envelopes and stamps is not sustainable). This of course can change if more neighbors would join the Association.  Please make sure to let everyone know how important this is.  We can't do it without each other!   • Sept 2022 Meeting Notes and Elections

    Good afternoon everyone! Thank you to all that were able to attend the meeting earlier this month.  It was a great turn out - almost 50 people present, and not sure how many were online! The get together afterwards was also a lot of fun.  Thanks so Amber for all her hard work, and Kim for the beautiful set up! To help answer some questions that have been asked and make sure everyone has clarity on the two boards, we are sending out a recap on what was discussed, and decided on, regarding the legal progress and the elected board members: The checks for the $10K legal retainer fee were collected and turned over to the DSA Treasurer for deposit.  Vining Law has received the executed engagement letter along with the retainer. Thank you to all that pledged money to this cause - we are underway! Dixie Shores Association currently represents the neighborhood and will continue with those responsibilities until the legal process for the right of ways is completed and it is merged with DSCA. With the loss of both President and Vice President of DSA, voting was conducted to elect the replacement board members. This board is working with the attorney to help facilitate that process: President: Rose Hammer Vice President: Karen Nash Treasurer: Paul Foster Secretary: Mary Foster Dixie Shores Community Association, Inc, was registered recently with the NC Secretary of State to help us secure the insurance needed for the neighborhood and to allow us to begin to put in place the structures and protocols needed for us to operate more efficiently.  So while active and in place, DSCA is "standing in the wings" if you will, until the legal process is completed. At that time, when merged with DSA, DSCA will continue the forward movement, growth and participation in our neighborhood.  Voting was conducted and the following were elected to be the first board.   • Fall 2022 Meeting Notes with Attorney to discuss issues

    This video is from a meeting held at Dixie Shores from Fall 2022. The following are notes to the neighborhood following the meeting with Steve from Sept to Nov 2022. Wanted to give a quick update.  Steve has reviewed the information and believes there is enough to sufficiently prove to the courts that DSA has been in existence as early as the 1960's.  He is updating his prepared filing to reflect some of the information he received and will have a draft for review by the end of this week.  We will review and comment and/or approve so we can get the filing to the courts.  I will confirm with everyone when that is done. Hi everyone, Wanted to get out an email to keep everyone up to speed on progress.  Steve Vining (attorney) has prepared the paperwork to submit to the courts, but before it can be entered, he is in need of as much information as possible supporting that DSA has been an association for a minimum of 20 years.  The farther back we can go the better.  Ideally, if we can connect the dots between Dixie Shores Corporation, Dixie Shores Realty Corporation and Dixie Shores Association, that would save a LOT of time and money. Paul and Merrie Foster, the current Treasurer and Secretary respectively, have copied documents from their records and sent a set last week to both Steve and myself. Once received Steve will go through them to determine if there is enough information to support our request of the courts. If not, we will have to keep digging. In the interim, any help from long term residents - those whose families have been here dating back to the 1950's - would be greatly appreciated.  But likewise, if anyone has any of the following information, please forward!  I'm also happy to come by and pick up anything you might have if that's easier. 1. Any documentation - can be emails, canceled checks, receipts, notices, minutes, contact lists, budgets, etc that go back at least 20 years and have to do with DSA. 2. Merrie was able to put together a list of board members going back to 1975. (Attached) Anyone who can fill in the blanks and/or go back even further, please let us know the names. 3. When was the sign at the dock installed and/or who installed it?  Any documentation supporting it. 4. When was the dock built and/or who built it? Any documentation supporting it. 5. Were roads ever repaired, dock ever repaired, right of ways ever cleared?  Any documentation supporting it. 6. Does anyone know the year that DSA was actually formed? Any documentation supporting it. 7. Does anyone know any person affiliated with Dixie Shores Corporation or Dixie Shores Realty Corporation?  Last names of known representatives were Rankin, Harris, Gorman, Wrenn, and Kelsey.  Maybe you know family members who could help with information.   • September 2023 - Dock Ownership Approval

    To all my precious neighbors – I’m am so happy to share the news that Dixie Shores Association now owns all our common areas! We have done it!! Steve, the attorney, shared the news and document with us yesterday.  The judge reviewed and approved our request.  Steve will now file the document with the county and we will move to merge Dixie Shores Association with our registered name Dixie Shores Community Association, Inc.  I anticipate that being completed within the next few weeks and Steve has confirmed that we can get the rest of this done with our remaining retainer monies, which are roughly $1,200. To that end, I want to personally take the time to thank, once again, all of you who stepped up to the plate and provided the funds to retain the attorney.  We could NOT have done it without you.  You filled a gap that the rest of us could not do at the time, and I thank you for your willingness and kindness to do so. This now puts us in a position to improve all our common lots (how exciting!!) and to enforce the private use of our dock area.  I trust this will also compel all neighbors who have not yet joined the association to do so, as all decisions about the common lots will be made by the members of the association through the voting process.  Let’s do this together! Other updates: Financial We are currently at 101 members in the association and it continues to climb.  There are 285 property owners out here, so we still have our work cut out for us.  That means only 35% of the owners are currently a part of the association – PLEASE talk to your neighbors and make sure everyone is joining.  It’s only an annual fee of $40 per ownership.  They can make a check payable to Dixie Shores Association and mail to 291 N Shoreline Dr, New London, NC 28127 or drop in the mailbox at that property as well.  It is a locked mailbox so it’s safe. (We have closed down the PO Box!!) We currently have $4,173.66 in our account.  $3,258 of that is designated for the Dock Fund and $355 is designated for the Road Fund, and a big shout out to Robert King for contributing $100 to help pay for our mowing service!!  This leaves a balance of $460.66 to cover the expenses of our neighborhood for the rest of the year.  We shut down the PO Box to have a small amount of monies returned to the association, but this will not be enough to cover the electric bills, domain/email service, and the mowing service for the rest of the year….so the mowing service will be next to go, unless more neighbors join.  It’s important for all property owners to know there is an actual expense for us to keep up our common areas and if we want to all enjoy them, we need to all participate! If every property owner paid the $40 membership fee each year we would be able to cover ALL the expenses for the association AND have over $6,000 to use towards improving our common areas….think about it. Dock Fund Committee We are still waiting on the engineer to make some final tweaks, and then the plans will be submitted to the county so we can get our new pier installed. Hoping to see that this week. Road Fund Committee We’re also still looking for people to volunteer for the Road Fund Committee! Dixie Shores Neighborhood FaceBook page I’ve had several people reach out to me concerning the DS neighborhood facebook page and it seems there is some confusion.  Please know that this FB page is not associated with the Dixie Shores Association at all.  It was created by one of our neighbors, Robert King, as a way for all neighbors to be able to communicate in a safe place.  (Thank you, Robert!) To this end he has taken great care to “screen” requests to join, making sure that only property owners are on there.  To be allowed access, he is requiring some questions to be answered that he can verify, BUT they must be answered completely in order for him to approve.  If you are aware of neighbors trying to get access, please help them understand this process and that it is not tied to the association. September Meeting Finally, it appears our meeting in September will be the transitioning meeting where the Dixie Shores Association board will step down and the Dixie Shores Community Association will take over. This will be an exciting meeting as we start to make decisions about our forward movement, and we need as many neighbors as possible to attend!  Please mark your calendars for September 2nd at 11am.  The meeting location is still to be determined, but we'll keep you posted.   • Oct 2023 New Dock Completed!

    Hi neighbors, I am coming to you with some wonderful news! The community dock that we all have been longing to see updated has officially been COMPLETED! I want to first start by singing continual praises to the dock committee. We are all so grateful for the hard work and dedication this group has put in to bringing this project to the finish line. If you see them around the neighborhood, please be sure to thank them for all that they have done! We could not have done it without them! Dock Commitee: Jonathan Leonard Jim Andrews Ivy Little Jay Pridgen Jackie Blackmon This topic has been an ongoing conversation for years, but we truly began making headway in April this year. September 2nd, 2023 marked the beginning of the tear down and we are elated to say that the inspections from Montgomery County were completed Oct 23rd, 2023 and we are officially back up and operational. I am truly amazed and inspired by the support both financially and physically from all of our fellow neighbors. Without each and every one of your contributions we would not have been able to make this happen, and in a relatively short amount of time. I think I speak for all of the DSCA board when I say thank you for all that you did (and do) to support this cause. We believe this project will be the catalyst for many projects to come in our continual improvement of the community. As a review, here is how the cost breakdown went for this build. Again, without Ivy, Jim and Jon this would have cost us MUCH more in labor! Thank you for helping us keep our costs low! Some neighbors have expressed interest in a celebration party to mark the completion of this monumental project. The board and I are in discussions about the logistics and best timing with the holidays in mind. Be on the lookout for an additional email update with more details on this celebration.   • Sept 2021 Meeting Notes

    Good day everyone The special meeting has been rescheduled for Saturday November 20th, 2021 at 11:00AM in the Beautician's Lodge on Church Street in Dixie Shores.  A few members have asked about attending via Zoom.  The building does not have WIFI and internet service in the building is spotty.  We will attempt to have Zoom available, but there is no guarantee it will be feasible.  The link is below if you'd like to try. Thanks Paul Foster Treasurer Good evening DSA Members At our Labor Day meeting, those in attendance suggested we schedule a special meeting to discuss ways of increasing property owner attendance in our meetings and encourage others to pay their dues. There is much in repairs and road maintenance that needs to be done, but due to a lack of funds, we are unable to. Please join us Saturday 10/9/2021 at the NC Beautician’s Lodge on Church Street at 11:00AM for this important discussion. We look forward to hearing your ideas.
